Focus and Scope

Given that the study of human rights involves many scientific elements that are interdisciplinary in nature, Jurnal HAM accepts submissions of scientific articles discussing human rights in Indonesia and beyond from the lens of, but not limited to, legal studies, social sciences, politics, languages, international relations to communication.

The scope of human rights writing covers two aspects, namely Civil and Political Rights and Economic, Social and Cultural Rights, with the scope of study areas such as:

  1. Case studies on human rights issues;
  2. Regulation and protection of human rights;
  3. Economic, social and cultural rights;
  4. Civil and political rights;
  5. National and international human rights policies;
  6. Human rights in law enforcement;
  7. Business and human rights;
  8. Institutions and institutionalization of human rights.

The study areas mentioned above are not an exhaustive list of studies on human rights. For this reason, the Jurnal HAM remains open for manuscripts with objects to be analyzed related to human rights.

Open Access Policy

This journal provides immediate open access to its content on the principle that making research freely available to the public supports a greater global exchange of knowledge.

This work is licensed under a Creative Commons Attribution-NonCommercial 4.0 International License.

 

Peer Review Process

The review process in Jurnal HAM consists of two stages: the first is conducted by the editor and the second is by peer-reviewers. This dual-stage approach ensures the highest quality of published articles. Every submission first undergoes an initial editorial screening to assess plagiarism, compliance with the journal's template, readability, and alignment with its focus and scope. Manuscripts that pass this stage proceed to a double-blind peer review by at least two reviewers. The overall estimated duration from submission to publication is approximately 65 working days, while the journal's current average publication time is 151 days.

Plagiarism Policy

Jurnal HAM maintains a strict zero-tolerance policy toward plagiarism and self-plagiarism. All submitted manuscripts are screened through both manual assessment and Crossref Similarity Check powered by iThenticate, with a maximum similarity index of 15%. The journal follows the COPE guidelines in addressing plagiarism and redundant publication at both the submission and post-publication stages, ensuring the credibility, originality, and integrity of all published works.

Policy on the Use of Artificial Intelligence (AI)

Jurnal HAM recognizes the growing role of artificial intelligence (AI) and AI-assisted technologies in research and scholarly publishing. The use of AI is permitted in a limited capacity to support language clarity and technical efficiency, but it must not replace human critical thinking and scholarly responsibility. Authors are required to transparently disclose any substantive use of AI in the preparation of manuscripts. AI cannot be credited as an author, and full responsibility for the content remains with human authors. Jurnal HAM upholds the principles of academic integrity, accountability, and the protection of confidentiality and rights throughout the publication process.

This policy has been implemented progressively since 2026. Mandatory disclosure of the use of AI applies to all manuscripts submitted since July 2026.

Ethical Oversight

When conducting research that involves human participants, vulnerable groups, personal or confidential data, or other ethically sensitive materials, the authors must clearly describe the ethical considerations relevant to the study in the manuscript as well as explain the measures taken to protect participants' privacy, maintain confidentiality, and ensure data security throughout the research and publication process. Where required by applicable laws, regulations, or institutional policies, authors must obtain approval from an appropriate research ethics committee or other competent authority before conducting the research.

Data Sharing and Reproducibility

Jurnal HAM is committed to promoting transparency, integrity, and reproducibility in research through a data policy aligned with the interdisciplinary nature of human rights scholarship. Authors are encouraged to share underlying data, code, and research materials whenever ethically, legally, and methodologically feasible. Where restrictions apply—such as privacy protection, security concerns, or legal limitations—authors must clearly state these in a Data Availability Statement.

This policy is fully aligned with the principles of the Committee on Publication Ethics, which emphasize transparency, consistency, and integrity in scholarly publishing. The journal does not mandate unrestricted data openness but promotes responsible data sharing practices to enhance trust, prevent misuse, and strengthen the reproducibility of research findings.

Article Processing Charges

Every article published to Jurnal HAM will not have any 'Article Processing Charges' (USD 0/Rp0,-). This includes submission, peer-reviewing, editing, publishing, maintaining and archiving, and allows immediate access to the full text versions of the articles.

Archiving Policy

Jurnal HAM is committed to ensuring the long-term availability and digital preservation of all published content. All articles are stored and managed through internal servers of the Legal Policy Strategy Agency, Ministry of Law, supported by regular system backups. To ensure continuity of access, Jurnal HAM utilizes the PKP Preservation Network (PKP PN) as a distributed archiving system. Each article is assigned a Digital Object Identifier (DOI) via CrossRef and supported by open metadata through OAI-PMH, ensuring persistent discoverability and accessibility even in the event of system disruption or journal discontinuation.

Complaints and Appeals Handling

Jurnal HAM is committed to ensuring that all editorial processes are conducted in a fair, transparent, and accountable manner. To this end, the journal provides clear mechanisms for handling complaints regarding policies, procedures, or editorial conduct, as well as appeals against editorial decisions on submitted manuscripts. All complaints and appeals will be handled professionally, objectively, and in a timely manner, while maintaining confidentiality and safeguarding all parties from potential conflicts of interest.

This policy is developed in accordance with the principles established by the Committee on Publication Ethics (COPE). The journal considers complaints and appeals as integral components of continuous evaluation and improvement in scholarly publishing governance.
